Tender Description
The Department of Land Records & Survey (DLRS), under the Ministry of Land, invites sealed bids from eligible bidders for the package titled “ICT Consultancy for Digital Transformation of Land Records”.
The procuring entity intends to apply funds from Government of Bangladesh (GoB) — Revenue Budget towards payments under the contract. Bidding will be conducted through the Expression of Interest (EOI) procedure as specified in the Public Procurement Rules, 2008 (PPR 2008) and is open to all eligible bidders.
Interested bidders may obtain further information and inspect the bidding documents at the office of the DLRS Procurement Cell during office hours (09:00–17:00, Sunday to Thursday). A complete set of bidding documents may be purchased upon payment of a non-refundable fee of ৳2,000.

Eligibility & Requirements
- Consulting firm with relevant sector expertise and minimum 5 qualified staff
- Valid trade license & TIN/BIN certificate
- Minimum 3 similar contracts completed in last 5 years
- Average annual turnover ≥ ৳1.43 Cr
- Bid security (EMD) of ৳1.9 Lakh in pay-order/bank guarantee form
- No on-going litigation with Government of Bangladesh
